Huangpu Customs Launches 24-Hour Clearance for Cross-Border E-Commerce Land-Air Transport

A new 24-hour customs clearance model for cross-border e-commerce exports combines smart locks and automated transfer approval, cutting overall clearance time by nearly 30% and enabling night-time and off-peak shipments. This article explains the operational details and relevance for foreign founders running e-commerce businesses in China.

New 24-Hour Customs Clearance Model for Cross-Border E-Commerce

Foreign founders operating cross-border e-commerce businesses in China should be aware of a new customs facilitation measure that can significantly speed up export logistics. The Zengcheng Customs House (under Huangpu Customs) and Shenzhen Bao'an Airport Customs House (under Shenzhen Customs) have jointly developed a 24-hour clearance model for cross-border e-commerce land-air transport. Under this model, export transfer vehicles can undergo customs inspection and release around the clock, reducing overall clearance time by nearly 30% and meeting companies' needs for night-time and off-peak shipments.

How the Model Works

The process is highly automated. At the Xintang Port vehicle inspection yard in Zengcheng, Guangzhou, a cross-border e-commerce transfer vehicle departs after an automatic electronic lock is applied. Within about an hour, the vehicle arrives at Shenzhen Bao'an Airport, where the lock is released and the goods are loaded onto a flight and depart the same day.

This is made possible by a new regulatory approach that combines smart locks with automated transfer approval. The customs authorities have deepened data exchange and operational integration between the transfer system and the cross-border e-commerce system. They have also integrated a new generation of secure smart locks with trajectory and video monitoring functions, along with a smart logistics control platform for en-route supervision, and connected it to Huangpu Customs' smart logistics system. This enables cross-customs-district data sharing and full-process automated operation and intelligent supervision of transfer transportation.

The entire transfer process is under customs supervision. Abnormal situations such as route deviation, prolonged stops, or unauthorized lock application or release are automatically recorded on video and trigger alarms in the customs system, ensuring controllable risks and safe, orderly operations.

Why This Matters for Foreign Founders

For foreign founders involved in cross-border e-commerce, efficient logistics is critical. The area around the Xintang Port vehicle inspection yard hosts concentration warehouses of several leading cross-border e-commerce companies. About 40% of vehicles require customs clearance at night, and demand for 24-hour transfer services has been growing. This new model directly addresses that need.

By reducing clearance time and enabling night-time operations, companies can better manage inventory, meet tight delivery schedules, and improve overall supply chain efficiency. For foreign founders setting up or operating a company in China, understanding such customs innovations can help in planning logistics and choosing locations for warehousing and distribution.

Key Operational Details

Since the launch of this new business model this year, as of October 20, Zengcheng Customs and Shenzhen Bao'an Airport Customs have jointly supervised and released 932 land-air transfer vehicles, with a total cargo value of 461 million yuan.
